What problem does this address?

When you edit a Page List Item, it opens the inspector controls for the block. Because Page List simply outputs the page structure, these edit buttons should either be hidden, or do the same as the pencil button on the Page List block itself. We should consider all the possible avenues we’ll have for editing.
