What problem does this address?
When used in different contexts (like the Navigation list view) it would be useful for the List View component to be able to display block inserter at the bottom. We are already doing this with the experimental OffCanvasEditor component:
We'd like to make this feature part of the List View component itself from with OffCanvasEditor was forked. For the first iteration this should probably be an option within the component although in the future it would be good to explore whether this should also be used in the main List View in the Site Editor.
