The saved blocks preview added in #4246 works only on hover.

Reading the discussion on the PR and related issue, I understand it's meant to be a desktop-only feature for now. However, there's no apparent reason to not make it available also on focus. That is, when keyboard users navigate through the saved blocks in the inserter, the preview should appear when a block type is focused.
