There are a number of case styles the UI is communicating the idea of Template parts and Reusable blocks.

Which should we employ? cc @WordPress/gutenberg-design

Imo they should be lower case. This would be consistent with docs.

I'm cool with that, apply sentence case where necessary.

Consistency is definitely what to strive for, and in this case the standard is sentence case, so agreed on that. I'm personally partial to title case, but the consistency is more important.
