Paragraph Block: Tracking Issue for Bugs and Enhancements

In an effort to conslidate issues for the most used Gutenberg blocks - this is a Tracking Issue for those related to the Paragraph Block that may provide high impact improvements.

Bugs

• Firefox: Pressing Up arrow takes you two lines up, if cursor is at beginning of second line of paragraph #34215
• Highlight text button: After selecting a color the text input loses focus #38082
• Change Background color of paragraph block has different effect in styles and page-editor #38141

Closing this out, along with the other various issues you created for specific blocks since it replicates filtering we already have in GitHub. Thanks for the initial push to make this happen -- let's just keeping using the filters instead of needing to keep these individual issues up to date.
