Currently, when clicking on a long block (like a List with many items) scrolls the view to the top. (Often it also triggers multi-selection as well.)

It'd be good to not scroll the view if the block is higher than the viewport allows as it is disconcerting — particularly when you are trying to edit in a specific area.

Is this on desktop? I'm trying to reproduce but there's no scrolling at all.

I tested clicking on a list block with many items and the view was not scrolled to the top and multi-select was not triggered. (16s)

Note: I tested using Firefox 61.0.1 on macOS 10.13.5 (shown in video linked above) and also with Pixel, Android 8.1.0 and did not see the problem on desktop or mobile.
