What problem does this address?

Gutenberg currently doesn't use parallel processing for PHPCS sniffs, unlike WordPress Core repository.

What is your proposed solution?

Enable parallel processing by adding an appropriate configuration value to the phpcs.xml.dist file; this should speed up the GitHub CI jobs.
