Style Book button on sidebar navigation screen not working

Description

The stylebook button in the global styles sidebar works, but the navigation sidebar button doesn't.

This button works in WP6.5, so maybe there's a regression somewhere.

Step-by-step reproduction instructions

• Open the site editor and go to the Styles page.
• Click on the "Style Book" button.

I used git bisect to investigate the cause and found that this problem was caused by #62146.
