What problem does this address?

We'd like to give users the option to toggle zoom out mode on and off. At the moment zoom out can only be accessed by opening specific parts of the UI, which makes it hard to control when you leave and enter zoom out mode.

What is your proposed solution?

Similar to #58202 we should move the zoom out control into the device preview.
