In testing #65204 with various folks at WCUS, the topic of having this option enabled as part of a user role or capability came up. Adding this as an enhancement request for feature thinking. As an example, an agency creates a site and then could hand this off to a client to just update content rather than touch anything with design. cc @aaronjorbin & @mattreport who were two of the people who brought this up.

To what role would this cap be true by default?

My two cents: I'd imagine it would be a capability not assigned to a role by default but that is available to be assigned when folks want to add it to a user role.

I would have to be available and enabled by dafault to roles so that editting can happen I suppose. I wonder if a corresponding Trac ticket would draw more attention here.
