Description

I see the vertical toolbar on blocks when invoking zoom out. But if I switch modes then reselect root level blocks I no longer see the vertical toolbar, but the regular one.

Step-by-step reproduction instructions

  1. Edit a page
  2. Toggle Zoom out
  3. Switch modes
  4. Select block
  5. See horizontal toolbar
