Describe the bug

On small breakpoints, the "Image Settings" section of the image block's sidebar settings disappears:

To Reproduce

  1. Insert an image block.
  2. Check the settings sidebar.

On larger screens, you'll see an "Image Settings" section, but on smaller screens you won't.

Expected behavior

I'd expect that the settings panel content would stay the same at all breakpoints. Currently, there's no way to enter alt text or a link to the image while on mobile.

Tested on Safari on iOS 11.4.1, and Chrome (67.0.3396.99) on Mac OS 10.13.5.
