Some pages are currently only available in English. Even so, some are offered for translation on translate.wordpress.org

with strings that are present on translate.wordpress.org:

Expected:
Please create these pages.
If they are not intended to be translated, the related strings should not be pushed to translate.wordpress.org

Thanks for flagging these pages & sites. There are a few things going on here, so I'll address them each separately.

State of the Word

This page has previously not been pushed out to Rosetta sites because the event itself is English, but we did publish the Japanese page this year. It would be fairly straightforward to push this to the rest of the Rosetta sites too, if that's wanted.

This page, Enterprise, Data Liberation, and the soon-to-publish Data Liberation Guides page are all synced and marked up for translations using the same process as the rest of the pages, we don't differentiate between pages available on Rosetta sites or not. I'm not sure if there was an expectation that these would be published to Rosetta eventually, or what historical reasons there might be for not doing so.

The "creator connections" page's strings are also in the theme, but that page was removed — I added #525 to remove the templates too.

Hosting

This page on the English site is still using the old theme, I'm not sure what the future will be here. Syncing it to Rosetta can be part of the discussion when it finally gets a refresh.

Events (only few translations are displayed)

I don't think the frontend of this site has a method for language switching, so any translations you're seeing are probably admin strings from your user settings.

This site is tracked as part of the WordCamp project, so if you'd like to talk about translating the events site, you can open an issue there: https://github.com/WordPress/wordcamp.org/

This is expected, that there are no strings here, since these sites are not available in other languages.

I think it is a bad user experience that non English visitors are moved to English sites and they can't go back. They need to reenter the local site manually. We, the German team, flag links with an (engl.). So they know that they need english skills.

From a translator's perspective: It is not respectful that the hard work comes to nothing.
