Plain GeoJSON as exported by default from QGIS is incompatible with WHG, which requires LPF.

QGIS can be configured to output delimited text instead, but this can be quite fiddly. It should, however, be possible to configure the WHG validation workflow to recognise fields in the properties of plain GeoJSON which match those in the LPF-TSV specification.
