Update USWDS to current version with Gulp compilation using @uswds/compile library.

This will resolve the "Update dependencies" task of the xD web presence category of projects: https://airtable.com/appSOXO5WiNauEWgu/tbl0FKotXbd56EL8Y/viwCXpb6GRkiJCRRq?blocks=hide.
