3.11.3 自动扫描完全不运作 #10208

虽然更新降低了CPU负载问题，但是完全是以牺牲线程扫描为代价的，IP上限也是只有500了，严重影响代理的速度，只有每次使用手动扫描下才可以，希望能解决

#10184 增大线程？更新到3.11.4，或暂时用回3.10.4，貌似3.11.4后续版本解决？

真好玩 把自动扫描IP设置成OFF就开始扫描了 要是设置成ON就好不扫描 完全是反的 哈哈哈
