New autoupdate framework

The old autoupdate framework was my own hacked together CI tool. We eventually killed it/stopped paying for it.

I want to start building against a real CI platform that supports .NET. Then use those builds as a continuous deployment. We should in theory be able to maybe run all the autoupdate manifest data off of Github and the to be chosen CI platform.

We could just have a custom post-build script on AppVeyor I think?

If this hasn't already been implemented, take a look into the source code for gibMacOS as example. The code is very easy to follow and replicate.
