Add search parameters to URLs

From a sysadmin point of view, a sysadmin would like to search for schools, departments, courses, sections, etc. with a certain criteria. Criteria could be:

• By parent (e.g. departments in a school, sections in a course, periods in a section)
• By a search parameter (e.g. search by id, name, YACS search should have this built in)

The parent criteria would allow us to see sections of a course, etc.

Search parameter would be useful for a search bar
