Notification dismissal should return every 4 weeks

We currently implemented that the dismissed messages should return whenever the WordPress (major) version is bumped.

However, we want to show this message more often, so we want to make it pop-up again every 4 weeks (4*7 days).

The link-text of the dismissal links should also reflect this expectation.
