Add a counter so that a new target has to steal focus for a continuous half second before the tracking actually switches.
If possible, override the tracking long enough to move the toy to the new position at a set speed during target changes rather than as fast as it can.
Have a "nothing's happening" timer that starts to cycle target combinations until it finds action, so you don't have to manually change targets in a 3 way scene.
