Training loss and PSNR unstable , test output only background?

I train with my own data, but the training loss seem unstable, around 0.05, is that normal? （I also train Obama from scrach, got initial loss around 0.002. 10x smaller!）

And my test output only got background image without head and torsor!

Did I do something wrong？
