ZEUS Pay: auto generate new hashes when moving to new device

Often times, users are confused when they're unable to redeem their payments on their lightning address after moving to a new device. Let's add a check to see if any hashes are stored locally, or trigger a resubmission of hashes.

On the backend, we should also release any pending payments when hashes are reset.
