Looks like non-steam games have their own "registry" https://gaming.stackexchange.com/questions/322960/where-are-the-categories-of-non-steam-games-stored-locally
Perhaps parsing that can help with this

And they can be launched through the browser protocol with steam://rungameid/gameid.

steam://rungameid/
Same as run, but with support for mods and non-Steam shortcuts.
