Consider ignoring OS-specific ignorable files when creating a Codebase #37

It may benefit us to skip the creation of these files (e.g. https://github.com/nexB/scancode-toolkit/blob/7f0e3c57a8de0ea34385821d920455862e26aa65/src/commoncode/ignore.py#L85) when we create a codebase
