Missing license in Debian copyright file #2644

While scanning https://github.com/nexB/scancode-toolkit/blob/6bf2fd98653f376779ddfa71b567f92366bb4277/tests/packagedcode/data/debian/copyright/debian-2019-11-15/main/c/clamav/stable_copyright (see expected results in https://github.com/nexB/scancode-toolkit/blob/6bf2fd98653f376779ddfa71b567f92366bb4277/tests/packagedcode/data/debian/copyright/debian-2019-11-15/main/c/clamav/stable_copyright-detailed.expected.yml ) we are missing the reporting of license paragraph at the bottom such as the zlib license

It is only showing up as a declared license....

We are also missing

zlib is detected here

The above LGPL-2.1 and BSD-3-clause is detected too here

Sometimes license-expression order is not fully consistent, as comments/other texts are handled seperately and added later in the expression.

Also, License Paragraphs are not being reported in any case, as they are reported when they are referenced in the files paragraph only. Is this not correct?

Seperate checks on whether all the licenses in license paragraph is being used are there.
