currently we have local users only in django/APIS applications.
to resolve that we should integrate django-allauth as an authentication backend and support some additional providers (at least a KeyCloak instance that is going to be installed in our cluster)

see acdh-oeaw/apis-rdf-devops#39 for rdf version of the ticket
