Selected Submissions reset after a short time interval

Description

Selected submissions reset after a short time interval. I'm guessing because of some sort of page / UI refresh.

Steps to reproduce

Login as an Admin. Go to the submissions page. Select any number of submissions (or all of them). Wait a couple seconds and watch their selected status reset.

Expected result

The submissions should not become deselected or have their selected status reset unless the user resets it.

Actual result

Selected submissions are reset after a short time interval.

@brad-cooley Do we want to temporarily disable refreshing submissions if any submissions are selected?

This would prevent submissions from being unselected, but also disabling refreshing would prevent new submissions coming in while trying to select submissions, and misclicking the wrong submission.

Not yet. When a new submission comes in the submissions will still be unchecked
