Failures with apt-get update on Ubuntu 22.04

When I run sudo apt-get update on Ubuntu 22.04 (Jammy) images that I've created in this week, it consistently fails with a specific error. This issue seems to be unique to Jammy, as I've encountered the same failure even after creating the image multiple times.

When I run sudo rm -vf /var/lib/apt/lists/* followed by sudo apt-get update, the issue gets resolved. However, it isn't practical to ask our users to delete these files before updating apt. Has anyone else experienced this problem? Are there any known issues with Azure Ubuntu repositories?
