Outgoing IP address is probably a routing concern at L4.
Unless you're going to chain the request through a intermediate proxy which is associated with a particular outbound NAT server that has a specific IP address associated with it. E.g.
We do something similar to this by checking the credentials when someone CONNECTs to our proxy and then choosing another proxy server to route the request to to control the outbound IP.
