Automatically build and publish Dockerfile.fly to ghcr.io with semantic versioning tags when release-please creates a release. This enables versioned deployments of the sales agent across environments.

Automatically build and publish Dockerfile.fly to GitHub Container Registry when release-please creates a release. Images are tagged with semantic versioning (v1.2.3, v1.2, v1, latest) for versioned deployments.
This enables the test sales agent and other deployments to reference specific versions of the sales agent Docker image from ghcr.io.
