This is because when it was pre-release, it was hidden:

aio-cli-plugin-app/src/commands/app/pack.js

Line 359 in 77fbf16

Pack.hidden = true // hide from help for pre-release

aio-cli-plugin-app/src/commands/app/install.js

Line 158 in 77fbf16

InstallCommand.hidden = true // hide from help for pre-release

Fix:
remove that line, and re-publish a patch version
