Problem list JStackStressTest.java for Microsoft build of OpenJDK on JDK17u

Our team would like to problem list the following test. We are observing the error "Windbg Error: WaitForEvent failed" in test logs. Investigating the issue, we observed that there is a resolved JBS bug describing similar issues for other tests issue here.

sun/tools/jhsdb/JStackStressTest.java

Note: I was able to get the test to pass one time on my windows machine without using the TKG harness. Though that does not produce TAP files which we can submit. There might be some flaky-ness to the test.
