Build Tools is licensed for Open Source like Community license, but it has the advantage of providing archived downloads of all update versions, which is useful for reproducible builds.
We should investigate if we can switch to the Build Tools VS?

Careful analysis of the license would be required to ensure third party Reproducible build validation would still be possible?
