Create backstage plugin

Instead of writing our own frontend, we'll be making this part of https://github.com/spotify/backstage by offering its functionality as a plugin

Ideally it would be integrated with some kind of repository catalog, but we can avoid building this for now by just making the whole navigation inside the plugin homepage
