Describe the issue

In some industries, the business requirements change temporarily time sensitive or permanently. It will be cool to have non-technical users or business users to put down instructions to chatbot as "INSTRUCTIONS- Stop doing some tool call for 3 days or for customers who are from North America" given to agent through bot or something, this information is saved in memory, I would call 'Temporal Memory', along side Working, Short and Long memory for saving these time-sensitive instructions.
Also with this users can schedule automated execution, when something is scheduled. Like, I want the agent to run and execute these steps automated way when an event triggers at 3 am in the morning?
