Support running plugins on a per tag basis (other properties too?)

Use case: I have a page with sub-pages in my db and these sub pages all take a certain form that requires a plugin to parse the data they contain. I want the plugin to run on those pages, but not the others. I should be able to tag it and cause the plugin to trigger this way.
