following enhancements to the front-end of Louis:

• Update the favicon to a more relevant and visually appealing design.
• Change the page title to "OpenWeb UI" to provide a clear and concise identity.
• Add appropriate meta-data tags to improve SEO and provide meaningful descriptions of the page.
• Replace the existing logo with the CFIA (temporary one).
• Revise the welcome message to make it more informative and welcoming for new users welcome to Louis.
