Publishes events with filtering function

If Giganto provides filtering to publishing events according to the purpose of analysis, a more effective machine learning model can be created.

To do this following task will be needed:

• A filtering function similar to the GraphQL query filter is also provided for Publish.
  The filtering function provided to the user in the UI may be different from the filtering function used in the machine learning model, so take this into account and reflect it in the design.
