improve error messaging for failed worker runs (discovery, etc)

OutputAndStatus doesn't allow any message to be attached, but we may just want to attach a tail of logs in the UI when a worker fails in a task like discovery.

Ideally any time a backend worker runs there is a descriptive error or logs in the UI to identify the cause of failure without looking at the backend logs.
