Problem description (if applicable)
Currently, static validation is limited to only phasePlan named plan and we should proceed with all the available plans instead. Since plan names started changing, currently static validation doesn't work at all. We should fix it be enabling validation against each plan per site.

Proposed change
Remove this condition from tools/validate_docs script.

Potential impacts
None.
