os: update podman installed in os

We'd like to use the ADD --checksum feature to avoid needing to build vscode-server over and over, but it requires a recent version of buildah which hasn't been available in podman until about 4.8.0. The latest podman is now 4.9.2.

I am not aware of anything that will break, but updating packages to the latest available means we'll want to do a full ISO reinstall.
