When trying to delete using my .edgerc file I am getting this error. This is on a Windows system. Does the file type or format matter?

My CMD Line is:
d:\Tools\Akamai\akamai-purge-1.0.1-windowsamd64.exe --edgerc d:\Tools\Akamai.edgerc --cpcode ##### #####
I have tried [default] as well.
.edgerc file:
[ccu]
client_secret = data removed
host = data removed
access_token = data removed
client_token = data removed
