Smart jump size based on a subtitle record

When you press the key plugin could identify the most recent subtitle record and jump right to that point-100ms. However, plugin should take into account that subtitle track could be delayed (+/-) by user.

This feature is essential for people who use original audio track and subs

Renamed the title of the issue, because now the TIP plugin supports subtitles but with constant jump size.
