Upgrade to Go v1.19

Problem

Go 1.17 reached end-of-life (https://endoflife.date/go). The story requests upgrading to Go v1.19 in order to use a supported Go version + take advantage of new language features.

• go-algorand runs on Go v1.19.
• AVM: Catch any panic in edcsa verifying #4368 - Account for change in panic change in golang/go@a218b35 / crypto/elliptic: IsOnCurve returns true for invalid field elements golang/go#50974.
• Optional - Upgrade https://github.com/algorand/avm-abi to Go v1.19.
• Close out Node panic on start, panic: unaligned 64-bit atomic operation #4855. Go v1.19 provides automatic alignment for atomic types: https://tip.golang.org/doc/go1.19#atomic_types.
