创建连接的时候，其他代码抛出RuntimeException会导致一直重新创建连接，可不可以在创建连接时，如果抛出RunimeException，加个参数，SqlException里面就加了这个逻辑，为什么RuntimeExceprtion就是直接重试，而不检查是否需要重试。
