Describe the bug

【问题描述】
通过插件机制配置的 devServer 的 https、host、port 等值，会被默认值覆盖，100% 复现。

【问题原因】
在 @ice/app 的实现中，来自命令行的默认值会覆盖 webpackConfig

插件的优先级高于命令行参数的默认值
