Describe the bug

在 CSR 下，Suspense 组件如果 rerender，里面的 useSuspense 会重新发起请求，因为此时 script 中注入的 script 不会执行，导致无法从 ICE_SUSPENSE_LOADER 中取到值，suspenseState 状态也会被重置

Expected behavior

理论上CSR行为应该与 SSR 一致，针对一个 id 只发起 1次请求
