Describe the feature you would like

Introduce an op-alloy-rpc-client crate to upstream non-type logic in https://github.com/paradigmxyz/reth/tree/c788b6a585bbbd7ed92aabc42cb612a6a804daff/crates/optimism/rpc. This follows alloy's split betwen alloy-rpc-types and alloy-rpc-client. Further upstreams code from reth/optimism into op-alloy.
