Retail checkbox doesn't affect actions page #1760

If I run a business, and I select that it operates in the retail sector on the final question, the following string is appended to my URL

retail-wholesale-x-food-drink-motors

which doesn't appear at all in actions.yaml. This means it has no effect on the results page or action items that I view.
