I've noticed that on short pages the grey footer appears so high up that there is a white patch left below it.

Maybe that's intentional, but I thought I'd query it, even though I'm no designer. I wonder if it looks better if the footer was moved to the bottom of the browser on these occasions.

My colleague added some CSS to achieve this on a fork: moj-analytical-services/tech-docs-gem@df52c27
